Commenting on high PR blogs is the best but they can be difficult to find as many are either nofollow or they moderate heavily and won't approve any comments with any links in them. I prefer forums and directories for SEO.

I can't stand submitting to directories, contributing useful content to forums and blogs is far better IMO. Even if they don't give you a good link back it is still worth doing.

If they don't give you a link back how are they worth doing?

Links and accurate information provide the best answer, while garbage in provides garbage out.

They need to give you some kind of link back.

The good link is the in-content or do-follow comment link.

A less worthy link would be one tagged with rel=nofollow which tells a search engine to ignore the link, but people can still click it to get to your site.

Add to that Wikis there are some Wiki sites that allow you to build free Wikis to expand your outside content.  One of the most well known is Aboutus.org which has been around a long time and allows you to create useful content about your company.

I think Articles and Forums Signatures are most important in improving SERP. Also in On page SEO using of keywords in title and H1 tag really important.

This is nothing new Wink Unfortunately I can't remember the name of it from way back (the webpage footer link box that allowed you to link to the previous and next sites in a loop of related sites). And later Blogger.com adopted the same kind of thing in their top navigation bar.

But I much prefer attracting links by providing resources.
