Are you familiar with Sourcetec's products? Sothink Quicker is right up your alley.

View demos here: http://www.sothink.com/product/swfquicker/samples/index.htm

I am not an affiliate (although I probably should be Roll Eyes) I have used Sourcetec's software before, and found it to be both reliable and easy to use.

From what I am seeing here, you must be talking about software that has already a flash template for you to work on. I have come by quite a few in the past when I myself wanted to save some time using readily available templates rather than starting them from scratch. In fact, the results are way better than the ones I created since I am not that good in designs. Here one of the website that might be useful to you - http://www.flashmo.com/
