Some people are still using pay for use dial up and downloading a large file is expensive for them. Sadly this make Linux not free for these people. However there is an answer. The following link provides a way to have a CD of Linux mailed to you for free including postage....

It should be noted that taxes and duties that customs in your country decide to charge you is not within Canonical's (the promoter of the Ubuntu and related software) control.
