It seems that you already know what you are doing to incentivise affiliates.

You just need to advertise your program more effectively if you are having problems.

Examples of how to monetize a site in the most effective way by promoting your product and what types of sites work best with your program would help.

If you have some star performer affiliates, then share their methods of promotion as case studies in a training manual for example. This should recommend Ad placement strategies, traffic generation techniques and info on which creatives generate the best conversions.

Also, please mention your target audience. Is it Adults only?

Hi Andy,
   Thanks for your valuable tips.
I want to recruit more affiliates but I'm not able to reach the right sites. So please tell me which are the related sites to be approached. Our site http://www.icongalore.com is No. 1 Icon selling company. Icongalore.com offers quality Vista Icons and XP Style Icons that are designed by industry professionals.

Cheers,
Stephen

To sell products directly I would probably try to target design related sites like designer forums, article sites, etc. through some banner network like AdSence or directly setting deal with webmasters. For affiliate your main audience are bloggers and webmasters so you should accordingly may target them either by communities where they met, or buying keywords which are related to your affiliate program.
BTW you may wish to check this site as it have a lot of info about affiliate programs: http://www.affiliate-review.com/

Posting your offer on large Internet Marketing Forums would seem a good strategy.

Advertising on Adwords with words like "Icon Affiliate Program" would be a quick and direct way to attract affiliates.

p.s. I joined your affiliate program! I wrote some Windows software before and appreciate the difficulty in producing Icons, especially for Vista where the Icons are high resolution and need to look professionally designed. Icons are what readers of one of my Blogs need: http://www.sitesugu.com/geekzone/ I need to post some new content there, so an article on Icons would be a good idea.
