Hello. i have a business forum which i wish to promote to the top 10. but it is new and doesn't have members. but i'm betting that if i get in the top 10 in google, it will attract some members. so what is the best way to do this? my guess is to submit it to some directories. but which?

If you are wanting to promote this without PPC, then you are going to need to get some members. Contact your friends and ask them to give you a hand. You need to start posting yourself. If you don't have any information, it will never get into the search engines and it sure won't get ranked.

Once you get at least a few threads going, you should submit to yahoo and dmoz.org. It won't hurt to put it in every free directory you can fine.

Heidi is right, there is no other way except creating interesting communty which would be visited by people and make them post. Asking friends would really make your task easier but if you don't have any, keep on posting threads yuorself, best ones would probably be those which motivate visitors to answer.
Also you try participating on other forums having your site in signature, it could bring you some extra members from other communities.

The signatures will also get spiders/crawlers to come to the site.
