I  have concluded from personal experience, visitors, vendors, and stats that my host is leaving 10-15% of my money on the table in downtime each month.
They say they're up all the time and that's a lie.  Others have opinions about uptime for this host or that, and none is uncontested.  
Is there a reliable, third-party, uptime judge?

The server may be up most of the time but it could be that their data center connection experiences down time. You'll need to find out which is the case and if they guarantee any degree of uptime. Most hosts will guarantee at least 99.5% uptime, some even higher. Here's a breakdown of what the percentages actually mean in terms of real time:

99.99% = 4 minutes of down time a month
99.9% = 43 minutes down time a month
99.5% = 3.6 hours of down time a month
99% = 7.2 hours of down time a month

For monitoring, you should check into Internetseer or EasyMonitor. Both are remote services that seem to work quite well and give you information about the connection status of your site. Internetseer emails you the results each month. I think both are free if you just run 15-minute intervals.

Just as a matter of interest, what does "Failover service" actually mean? I mean, NO HOST can offer 100% uptime, its just not possible! Please clarify...

Failover means they're running either redundant servers or some sort of clustering environment.  Failover is great. . . when it works.

Sure, a host can offer 100% uptime. Actually delivering it is another matter. Cheesy
