Content has always been king but it's always been the most difficult to create. Half the problem is that you don't know if you are wasting your time creating it or not until months later. But, the content that does work can result in long term traffic to your site that makes the effort worth while.

I would say the first thing to do is create optimized pages i.e. with keywords in file names, title tag and description tag. Google seems to take most notice of these. Then some original page content containing the keywords. Link to each page in the navigation with keywords in the anchor text of the links. Then try and get inbound links using the keywords.

Traffic exchanges can get you instant free traffic but thevisitors are not normal people

you can borrow books on html from your local library, html is easy to learn and hasn't changed much in years. Java is not necessary.

There are plenty of free sites to host charity stuff such as Freewebs and Lycos. Then you can get listed in directories, search engines and drive free traffic from the traffic exchanges as pointed out in this thread. So no need for sponsors. Maybe you can approach your local church to help you since a web site is a very efficient way of advertising compared to knocking on doors and shaking tins in the street.
