For building a site I would suggest you starting with one of the free WYSIWYG (What You See Is What You Get) editors like either NVU from....
http://www.nvu.com/

or Trellian WebPage from....
http://www.trellian.com/webpage/

Both are free. I would also suggest downloading the Style Master Demo from....
http://www.westciv.com/style_master/

and doing the tutorial from the same place for learning CSS. Then I would recommend you get the free program TopStyle Lite from....
http://www.bradsoft.com/download/index.asp

To use for your CSS editor after the free period runs out with Style Master. You should also get the free NotePad++ from....
http://notepad-plus.sourceforge.net/uk/site.htm

For editing and adding things like counters because once you have a page made you want the changes you make to be the only changes that take place and all the WYSIWYG editors available make automatic changes because they are designed to do exactly this. But if you paste code from somewhere like the people providing your counter or whatever you want that code to remain just as you get it from the provider and a WYSIWYG editor may not allow you to save it without making some changes.

Links and accurate information provide the best answer, while garbage in provides garbage out.

You can always try macromedia's programs - the trial versions. It should give you a good understanding of the full range of tools.
