I know that for a high link popularity, you want lots of quality, related links, but I've heard that the links themselves are not enough. For a high popularity visitors now have to click the links and browse your pages. Is this true?

if I understand the statement you quoted, you are saying that people have to click on these inbound links and view your site for them to assist in rankings? Is this correct? If so, how on earth do the search engines keep track of that information? I know I sure as hell don't provide click-thru information to an search engines on any of my sites.
