What has people experience been with the importance of the number of links to your site, vs. a well developed site with a theme. Also, what has your experience been with themes. I have seen sites that deliberately have about 100 hidden pages especially for the purpose of creating a theme. The themes on my sites are usually around 10-20 pages.

This depends on the search engine you are targeting. If you are targeting the Yahoo!/Inktomi index, then theming is important. If you are targeting  Google, then inbound links are important. So the answer would be BOTH I guess.
