This really depends on the search engine in questions. Some general information for all search engines is:

don't use doorway pages
don't submit all the time
don't cloak
don't use misleading keywords
get good inbound links
have quality copy

bCentral is so outdated and useless most of the time. Do not use that.

An ad hominem attack on bCentral is probably not the best approach to determining effective SEO techniques.

an attack? I am just stating that search engines change the algos so often that bCentral is unable to keep up. You seem to be taking things personlly.

I am making an argument for proper process.

If you disagree with bCentral, you should state upon what points you disagree with them and why.

An ad hominem attack on bCentral proves nothing and provides no value to the inquiry.

And no, I am not taking things personally, I do not represent bCentral in any way.  I am fairly unhappy with Microsoft in every way possible.  However, that is irrelevant to the discussion at hand.

This is not an attack. It is my opinion that the data is old and out dated. This isn't to help the "industry" but as a warning to unknowing webmasters that the technology may not help them because it is outdated.

Any technology or only tutorial used to "optimize websites" is going to be outdated after a period of time. Usually very quickly. This is do to the nature of the search engines. It is in Microsofts best interest to keep bCentral partially out of date. This is so the spammers cannot go there and learn all the tricks quickly and clutter the search engines.
