Start by looking at some other peoples banners and make a note of the size and what text they put on them. Then use something like "paint shop pro" to create a picture or animation that not only looks good, but also pushes your websites URL.
You should be able to find online banner makers where you just type in what you want the text to be. Just do a search and you'll find lots.
It's better to make your own though.

Welcome to our community Saturn! may I ask you if site you're planning to do already done? as I'm not sure but I think that banner should be done on the last step when your site is ready to get visitors and have some valuable content to offer them.
Regarding your question are you looking for this programs http://www.angelfire.com/biz/WLAW/banner.html if so, they are not really good for creating banners IMHO since your banner would not be unique as it would be if you use program like PSP for creating it.

good to know that you find our site useful, and if you have more questions don't be afaraid to ask. As for info on www.weblamp.net it obsolete so better not use it until I renew it since it will not be much of help IMHO. Better ask someone on forums and we'll share what we know.
As for starting site, did you already decide what it will be about and do you have hosting and domain? Wink
